"North American Numbering Plan" adopted by North America (US, Canada and subsidiaries of US) http://www.nanpa.com/about_us/abt_nanp.html I'm not sure if this is the time to re-invent the wheels or just follow the leader in this space. It has been the best and by far the most successful numbering plan in the world. Numbering Plans are to be designed by scientists and not politicians or policy makers. Hope the Indian government is using some well qualified people to look into it.
