Tactful Broadband promise by Indian IT Minister
Recall, few weeks ago the Indian IT Minister, Mr. Maran said that 2007 will be a year of Broadband in India. I have been speed testing BSNL – DataOne broadband at several places in Bangalore / Bengalooru. I have used one international and one local [Airtel Broadband Hosted] website to conduct the speed tests and the results are nowhere near the 1 Mbps promised [Media published it as 2 Mbps, but I'll stick to Maran's speech]. The maximum download speed was 484 Kbps while the mode for the sample was 334 Kbps.
Why is it a Tactful promise ? If you visit BSNL website and check for broadband plans, you will notice that available bandwidth for all the restricted download plans has been updated from 256 Kbps to 256 Kbps-2 Mbps. BSNL broadband speed fluctuates a lot, unsure of the reason but in the past 3 days never did I / my tester see a 2 Mbps speed when tested at different times.
Sadly, for unlimited downloads the speed is still capped at 256 Kbps. So what kind of applications did the IT minister have in mind when he promised 1 / 2 Mbps with a cap of 5 GB data download / month ?

[...] I don’t find a compelling reason to subscribe to BSNL’s over-hyped IPTV. Does BSNL or its ISV have the compression and transimission technology that they can deliever the Audio / Video quality of Dish TVs on 256 Kbps broadband ? Last July, I had spoken to few engineers working on / behalf of Bharti Airtel but wasn’t satisfied with their response, but all I understood was UT Starcomm was powering their backend and since then their is no development on IPTV from Airtel. I would like to advise caution to initial IPTV subscribers on BSNL network – BSNL has unlimited bandwidth broadband plan only for 256Kbps segment. So if you subscribe to IPTV on any other plan better check out the data usage rates and they are not cheap at all. [...]
